A message dated June 25, 1996, was received stating the Governor has           
signed the following bill and is transmitting the engrossed and enrolled       
copies to the Lieutenant Governor's office for permanent filing:

An Act repealing a restriction on the use of youth residential                
services grants that prohibits use of the grants for capital assets;
